(a) Russia's aggression against Ukraine
Japan, with its strong determination not to allow any unilateral attempt to change the status quo by force or coercion in any part of the world, will continue to work closely with the international community and promote sanctions against Russia and assistance for Ukraine in order to end Russia's aggression.
(b) Unilateral attempts to change the status quo by force in East and South China Sea, and intensified military activities surrounding Taiwan, by China
It is important for both sides to make efforts to build a "constructive and stable Japan-China relationship," in which both sides firmly assert their positions and strongly call for responsible actions, while at the same time engage in continuous dialogue including on issues of concern and cooperate on common issues.

(c) The Situation surrounding the Gaza Strip in the Middle East
Japan continues its persistent diplomatic efforts to improve the humanitarian situation and to bring calm to the situation in the Gaza Strip as soon as possible by holding talks with many countries concerned, including through the United Nations as a member of the Security Council. Japan has been providing humanitarian aid to Palestine through international organizations, JICA and the grant Aid to Egypt through WHO. The total amount of aid and grant from Japan is up to USD 125 million since Oct 2023.
(a) Strengthening the Japan-U.S. Alliance
- Japan will further deepen the Alliance with U.S. ("Global Partners for the Future")

- On the basis of the Alliance, the potential of the Indo-Pacific region must be linked to its stability and prosperity.
- Japan will closely coordinate with the U.S. at all levels including summit and ministerial ones.
(b) Free and Open Indo-Pacific Defend freedom and the rule of law, and respect diversity, inclusiveness, and openness ASEAN, including Indonesia, is located at a geopolitically strategic point in the center of the vast Indo-Pacific.

B. addresing security challenges
- Military buildup is progressing rapidly in the areas surrounding Japan, and it is intensifying the pressure felt from unilateral attempts to change the status quo by force.

- As Japan is facing the most severe and complex security environment in the postwar era, the new National Security Strategy was formulated in December 2022. Japan will carry out vigorous diplomacy backed by a fundamental reinforcement of its defense capabilities, and take full advantage of its comprehensive national power, including economic, technological, and intelligence capabilities.
- On the other hand, as a peace-loving nation, Japan will adhere to the basic policy of maintaining an exclusively national defense-oriented policy, not becoming a military power that poses a threat to other countries and observing the Three Non-Nuclear Principles.
Apart from ODA for ter economic and social development of developing countries, Japan has established a new grant aid framework for the benefit of armed forces and other related organizations. This framework provides equipment and supplies, as well as assistance for the development of infrastructures based on the security needs of like minded countries. Japan has also strengthened security cooperation with ASEAN countries. Japan would like to work with Indonesia on maritime security.
